This statement is submitted for civil rights and administrative review regarding my participation in a publicly funded Permanent Supportive Housing and Behavioral Health services system administered through HUD-aligned funding, California state housing programs, and Monterey County behavioral health contractors, including Interim, Inc. and related entities.
The purpose of this submission is to request a review of whether applicable federal, state, and county requirements were followed consistently in the administration of my housing, service delivery, financial certification, grievance handling, and related determinations affecting my stability and rights as a participant in the program.
The concerns raised in this statement relate to the accuracy and transparency of income certification and rent calculations, changes to lease structure and funding assumptions, access to written documentation related to grievances and determinations, coordination between housing providers and behavioral health services, and compliance with fair housing protections, disability rights, and VAWA-related safeguards.
Throughout my participation in the program, I experienced repeated administrative changes, service transitions, and determinations that were not always clearly explained or accompanied by accessible written documentation. These issues made it difficult to fully understand how decisions were being made, how my obligations were calculated, and what rights or protections were available to me at each stage.
In addition, there were repeated gaps in communication and continuity between housing services and behavioral health services, particularly during provider transitions and changes in service structure. These gaps contributed to confusion regarding responsibilities, expectations, and available protections within the system.
There were also disputes regarding income certification methodology and rent calculations, including the use of annualized income figures and subsidy structures that were not fully explained or reconciled with my actual income or documented deductions. This resulted in financial determinations that significantly impacted my housing stability and ability to plan for basic needs.
Requests for clarification, documentation, and grievance resolution did not consistently result in complete written responses or clear administrative determinations. This limited my ability to understand outcomes, verify compliance, or meaningfully respond within administrative timelines.
The cumulative impact of these experiences included increased instability, difficulty accessing clear information about my housing and services, and significant stress related to uncertainty in both housing and behavioral health systems. These systems are intended to provide stabilization and support, but in practice, I experienced repeated barriers to clarity, continuity, and procedural transparency.
Despite these challenges, this statement is not intended to be adversarial in tone. It is submitted for factual review, compliance verification, and correction of any administrative or procedural issues that may have affected my housing stability and access to services.

HOUSING STABILITY IMPACT
Changes in rent calculations, subsidy structures, and financial determinations created instability and uncertainty regarding ongoing housing obligations. Disputes regarding income calculation methodology and subsidy application directly affected financial expectations placed on me as a participant.
ACCESS TO INFORMATION AND PROCEDURAL TRANSPARENCY
Repeated gaps in written documentation, clear explanation of determinations, and timely disclosure of administrative decisions limited the ability to fully understand the basis for housing and service-related actions.

The combined effect of these issues resulted in increased difficulty maintaining stability within a system designed to provide supportive housing and behavioral health stabilization. These conditions created barriers to clarity, predictability, and effective self-advocacy within administrative processes.
